Ukrainian licence in Germany: conversion without tests since 18 August 2026

Germany added Ukraine and Montenegro to Annex 11 of the Driving Licence Regulation on 18 August 2026. A class B licence from these countries is now converted into a German licence without a theory or practical test.

If you take the practical test in an automatic car, your licence is limited to automatics (code 78).

Step by step

  1. Register your address (Anmeldung). Your 6 months start around this date.
  2. Book an eye test and a first-aid course.
  3. Get your licence translated if your office asks for it.
  4. Apply at your driving licence office. Checking a foreign licence often takes more than four weeks.
  5. The office sends your test order to TÜV or DEKRA. Meanwhile, practise the theory test in your language.
  6. Pass the theory test, then the practical test with your driving school (in German).
  7. Collect your German driving licence.

What changed on 18 August 2026

An amending regulation published on 17 August 2026 added Ukraine and Montenegro to the list of countries in Annex 11 FeV. Since 18 August 2026, their licences are converted without a theory or practical test. Before, holders had to pass both tests.

With temporary protection

If you came from Ukraine and have temporary protection, your Ukrainian licence stays valid in Germany for the duration of that status. You need neither a translation nor an international driving permit, and licences that expired after 31 December 2021 are also accepted.

When to convert

If you settle in Germany for good, you convert the licence at your driving licence office – for class B without tests. Without temporary protection, the usual rule applies: you can drive on the foreign licence for six months after you register, so apply in good time.

Montenegro

Licences from Montenegro are converted the same way since 18 August 2026: no theory or practical test for class B. The six-month rule after registration applies.
